Section 2: Requirements to Become an Online Notary Public

An Online Notary Public is a notary public who is authorized by the state to perform Remote Online Notarizations (RONs). A notary public that is not registered as an Online Notary Public may not perform an online notarization.

To register to become an Online Notary Public, the candidate must:

  • Have a current commission as a Notary Public. To obtain this, you must be at least 18 years old; be able to read, write, and understand the English language; be a legal resident of the state; complete a 3 hour training course; and submit an application to the Department of State using an approved bonding agency.
  • Complete a 2-hour Online Notarization training course. This may be either an online or in-person class.
  • Obtain a $25,000 notary bond.
  • Obtain a minimum of a $25,000 errors and omissions policy.
  • Register for becoming an Online Notary Public with the Department of State using an approved bonding agency.
    • Identify RON Service Provider(s) to be used for audio-visual (AV) technology.
    • Identify RON Service Provider(s) to be used for identity proofing.
    • Certify the services being used for AV and identity proofing satisfy the rules defined by the Department of State.
  • Pay a registration fee to the state in the amount of $10.

The Online Notary Public is required to use 3rd party products for AV technology and identity proofing. Companies providing these products and associated processes are referred to as RON Service Providers. An Online Notary Public may change their RON Service Provider at any time; however, he/she must notify the State within 30 days of the change.
